The average length of time an individual spends in solitary confinement in New York State is 6.8 years.  

For comparison, the UN definition of torture is holding someone in solitary confinement for 15 days or more.  

Solitary confinement is expensive; the cost of holding a prisoner in solitary, per person, is much higher than holding them in a general population system.
